The regional training centre shall assist with training and resource mapping, and to increase the competence of actors’ personnel with responsibilities and duties in civil protection and emergency preparedness.

The regional training centre shall assist with training and resource mapping, and to increase the competence of actors’ personnel with responsibilities and duties in civil protection and emergency preparedness. The research centre shall guarantee research, innovation and development within the field.

It is expected that the municipalities shall meet society’s requirements for competence and implementation in the field of civil protection and emergency preparedness.

Challenges related to capacity, resources, and available and updated competence indicate a current gap between the expected level and actual level in the municipalities.

Regional Training Centre

The regional training centre shall contribute to filling the competence gap in civil protection and emergency preparedness in the region, and develop new competence for the future by establishing, among others, a course portfolio, consultancy service, training and drills, and a networking arena for holding workshops, brainstorming, seminars and conferences. The centre will also be able to assist with teaching materials and the establishment of an education programme for the university and university college sector in the region. Through cooperation with existing competence environments in the region, subject resources relevant to both existing and future new courses, and a more comprehensive study programme within the discipline, will also be exchanged.

Regional Research Centre

The regional research centre shall be a common hub in the region to ensure that existing and future research, innovation and development contribute to protecting citizens and society.

The regional research centre shall facilitate and coordinate research on relevant civil protection challenges with existing research environments. The regional research centre is not a competitor of established research centres in the region. It shall be considered a coordinating actor in cooperation with existing research environments. The regional research centre is also an arena that links research and academia to a practical, operative professional environment.
